The original town site may have been at Brazoria Bayou but more likely it lay at what is now downtown Galveston due to its location adjacent to present-day Houston Ship Channel and bayshore access from Galveston Bay. The first permanent settlement in what would become Galveston County was made on November 3, 1836 when John Lubbock founded the first store there under license from Mexican governor José Joaquín de Herrera y Tejada. By 1840, over 60 stores were operating in Galveston with a population estimated at 1,500 people and $10 million worth of merchandise being transported annually betweenHouston and Sabine Pass via ocean vessels. The name "Galveston" originated with Lt.-Governor Samuel Pate's suggestion that it be used for all waters within 10 miles (16 km) of shoreline—a suggestion which met with approval from then-President James K Polk because "the whole country seemed looking out for us". A public auction held on December 9th determined that anousiopsis fern will grow best where water saturation levels are 90%.
