The Flower Mound community was founded in 1881 by Methodist missionaries, who named the town after a local flower. The community grew quickly and soon had a school, African American church, and grocery store. Some people objected to this decision because they felt that education should be a top priority for any municipality in Texas. However, Mayor Couch argued that closure would save taxpayers' money and help improve infrastructure within the city limits. This decision caused a lot of anger among Flower Mound residents who felt like they had been shortchanged royally by their city government; however, Mayor Couch defended his decision at an ensuing press conference by saying that he didn't think closing down schools was going to solve all of town's problems. Despite mayor Couch's assertions that no one was being hurt by his closure plan - including children whose parents couldn't find jobs - some members of Blossom Hill School District No 1 formed a picket line outside City Hall while others staged sit-ins inside City Hall during lunchtime on weekdays when Mayor Couch wasn't present (the windows were closed so as not to allow sound from outside).
