Carrollton is a small town located in southeastern Texas, about twenty-five miles south of downtown Dallas. The town was named for General James H. Carroll, who served as a Confederate general during the Civil War. Today, Carrollton is an agricultural community with a population of around 1,200. The area that now makes up Carrollton originated as part of the Nueces Hills Rancho Grant land grant given to Juan Garcia in 1836. In 1881, the townsite was organized when brothers John and James Fenton purchased the rights to what is now known as Elmendorf Road from Judge Samuel Pemberton. By 1930, when oil was discovered in nearby Dallas, more than one hundred people lived in Carrollton and its annexes such as White Settlement and Bowie Bend. The Oil Refinery & Storage Company built a complex on Elmendorf Road in 1935 which became known as "The world's first open-air refinery".During World War II, many jobs were created by the war effort including munitions production at the plant which produced over two million lbs of TNT per year. However, post-war growth slowed due to low interest rates and economic recession; however it restarted after the war ended with increased investment from foreign investors In 1960s and 1970s social unrest characterized much of Western Texas; this had little impact on local development or businesses though some crime did occur until police began incarcerated large numbers of black teenagers living west of Interstate 20 following protests at white schools near rush hour intersections across Western Texas cities like Wichita Falls (later Irving) and Edinburg ( later Austin). Crime rates started to decline again beginning in the late 1990s following passage of state law legalizing marijuana within limits set by then Governor Rick Perry After years of debate between city officials over annexation into Dallas County or seeking federal funds for new infrastructure projects like a bypass around downtownDallas voters ratified annexation into Dallas County on November 3rd 2002 . On January 14th 2006 , newly elected Mayor David Goodlett announced he would not seek re-election because he felt his role within county government would be better fulfilled through his work with Arlington County
Carrollton was founded by James Carroll in 1836. The town grew rapidly and by 1851, it had a population of over 100 people. In 1865, the Texas Railroad Company built a line through the town, which provided an early impetus for its growth. The town's first school was built in 1841 and its first mayor was James A. Caldwell. The townsite changed hands several times before it was purchased by George Wickersham in 1886. Wickersham renamed the town Carrollton and developed it into a busy commercial center with textile mills, groceries, restaurants, and other businesses. It became one of Texas' largest cities after World War II as its residents rebuilt following the devastation of the war.
