The history of the navy gift shop in Brownsville, Texas began in 1916. The store was founded by Mrs. Lillian Maney and her husband, J.C.Maney, who imported naval supplies from England. The first store was located on Pecan Street in Brownsville, and it operated for three years. In 1918, the Maney's moved to 9th Avenue and Constitution Boulevard in downtown Brownsville, and they continued to sell military supplies until their death in 1951. In 1961, the Navy Store Company was founded by Mr. and Mrs. Tom Kappenberger as a result of their merger of two other stores - the Admiral Shipbuilding & Marine Supply Company on I-10 near Loop 410 (now I-10 East) and the National Defense Stores Company on Hicks Road (now US Hwy 281). At that time, Navy Store Company became one of the leading sources of gifts for members of the U.S armed forces throughout Texas and southern Mexico. The name "Brownsville" was given to the settlement by General Antonio Lopez de Santa Anna when he visited this region in 1824. The military post known as Fort Brown was established nearby in 1836 but it closed down by 1840 because it could not compete with San Antonio for trade with Texans on the Mexican frontier. In 1851, Don José Altamira founded a mission here which became the first Catholic church in Texas and remains so today.
In 1857, US Army Captain Isaac Sibley built an artillery battery here while stationed at Mission Concepción on Matagorda Bayou; this battery became Point Isabel and still remains an important landmark on Brownsville waterfront today. On December 15, 1861, Confederate forces under Lieutenant Colonel John Buford attacked Union defenders near what is now downtown Brownsville; feelings are still heated about this event to this day due to memories of that particular date in American history.

In 1865 General John Cordon surrendered Houston Heights after days of fighting following a siege by Confederate troops under Rear Admiral Robert Mason (and later Governor Sam Houston).
