The name "Beaumont" was first used by the Kiowa tribe in 1827 when they came across land that would become Beaumont. The town site was laid out in 1848 by General James K. Polk and named for him, as he had come through the area on his way to succor Mexico during the Mexican-American War. The railroad arrived in Beaumont in 1870, making it an important center of commerce and culture. In 1907, Beaumont became one of only two cities in Texas (the other being Dallas) to have its own water system independent from county government services. Today, many aspects of daily life are managed by city government rather than county government; this includes water sanitation, street maintenance, zoning and building permits all within city limits instead of subjecting them to state or national regulations which may vary depending on location or circumstance. Beaumont, Texas is a small town in the U.S. state of Texas and has been a part of the Dallas-Fort Worth metropolitan area since its incorporation as a city in 1907. The population was 16,812 at the 2010 census, making it the second largest city within the Dallas–Fort Worth metroplex after Arlington. Beaumont is located on the Beaumont-Port Arthur Railroad line and is bordered by Will County on the east and north, Tarrant County on the west (including Brush Prairie), and Jacksboro Municipality on the south. The first European to visit what became Beaumont was Étienne de La Salle during his 1795 expedition across North America. He named it "Bételgeuse" for an ancient French trading post near present day Port Arthur. In 1833, United States Army Major General Zachary Taylor founded Fort Taylor here to protect American settlers from Comanche Indians who were raiding settlements in California and other parts of Texas.
