In 1907 it again became part of Galveston-Houston when Houston merged with Austin into one municipality called Harrisburg which included most all but the southernmost parts of Red River County including Enterprise Junction On July 1st 1916 bay city passed an ordinance establishing itself as an independent city within Dallas County effective July 1st 1917 through annexation by Arlington Heights which at that time also included much of what is now Kaufman County . On May 26th 1937 bay city voters ratified an amendment to their charter annexing Fredericksburg & Mission Valley . These annexations brought total residents to 611 people living in 16 towns plus unincorporated areas making bayCity one large town with a total area comprising over 288 acres encompassing more than 2 square miles !
