Balch Springs, Texas is a small town located in Johnson County, Texas. The population was 7,711 at the 2000 census. It is the second most populous city in Johnson County after Pearsall. The Balch Springs post office was established on July 1, 1892. The present building was completed in 1935 and serves as the town's central business district. The citizens of Balch Springs voted to incorporate as a city on December 12, 1915. A fire destroyed much of the original downtown core of Balch Springs on June 5, 1916; however, restoration work began shortly thereafter and the rebuilt core reopened to traffic on November 6, 1933. Pearsall had been the county seat for Johnson County since 1876 when it was moved from Uvalde to this location due to overcrowding at Uvalde's courthouse which had been built by subscription from residents of that town. On July 1, 1892 Balch Springs became one of six cities in Johnston County when it amalgamated with nearby Pearsall. In 1924 an act became effective providing for election by mail of Mayor and City Council members for each incorporated municipality within Johnston County; accordingly, elections were held on November 3 that year and Herbert Wickersham (D) was elected mayor with 63% of the vote while Harry Hildebrandt (R) received 27%. In 1928 Wickersham ran again but this time lost to incumbent Hildebrandt by only 2 percentage points (59% to 41%). As a result of these votes two-thirds majority over required for incorporation as a city necessitated passage by an act by Johnson County General Sessions Court establishing special provisions entitling citizens thereof “to exercise all rights incident thereto” including right “to vote in Municipal Elections” without first having been duly registered with said court or having paid $10 per month municipal tax therefor during five years preceding such election). At its incorporation ceremony Balch Springs voters ratified a charter providing that they be “a corporate body politic under law possessing all regular powers necessary for conducting its own affairs” including power “to make contracts … except those making appropriations for any public purpose not hereinbefore provided for or governing itself” as well as power “to sue and be sued … [and]… [to] provide adequate police protection within its limits” At its peak populations numbering more than 10,000 people Balch Springs enjoyed many popular attractions including baseball diamonds and dance halls which remain extant today despite declines in visitation throughout most recent decades attributable primarily to economic factors such as oil production decline locally followed by higher gasoline prices which have made these venues increasingly unusable both recreationally and economically also adding infrastructure costs associated with maintaining them unable now operate without subsidies/tax breaks typical with municipalities experiencing similar declines although some localities like Springfield TX continue enjoy high levels cf visitation still others facing significant challenges currently include Lubbock TX struggling through multiple economic downturns while Texarkana AR continues enjoying consistent high levels cf visitation

Balch Springs is a city in Chambers County, Texas, United States. The population was 25,853 at the 2010 census. It is the county seat of Chambers County. Balch Springs was founded in 1892 by a group of Germans and Irish immigrants as "Baldwin City". The name was changed to Balch Springs in 1924 after the death of its founder, John A. Balch. The city was named for J. Bamber Gentry (1838-1916), a well-known cotton gin owner and politician from Kentucky who had come to Texas in 1867 as part of the Transcontinental Railway's original land grantees. Gentry had purchased 640 acres (250 hectares) southeast of present-day Balch Springs along today's Ulysses S. Grant Parkway for $1,000 cash and built what would become his cotton gin and corn mill on it. In 1892, he offered naming rights to the new city to financier George Pease (1836-1920). Pease donated $5,000 towards construction of a public library which opened in 1895; foundations were laid for what would become downtown Balch Springs that same year. In 1922, another donor contributed an additional $10,000 towards the erection of a Masonic Temple on Main Street near present day IH 35W exits 9 & 10 (now US 71W exit 9). The temple served as an overflow shelter during World War II when local businesses could not accommodate all the excess refugees from Europe who came through nearby Dallas/Fort Worth during that time period seeking refuge from Nazi Germany. In 1929 – just before it became states' capital – Balch Springs became home to its first municipal election held under state law following passage of Senate Bill No., 599 (also known as "Senate Bill 196"). That year saw also its first annexation by neighboring Austin; Austin annexed portions of Chambers County eastward to form Travis County on November 3 following approval by then-Governor Ross Perot with help from then–Senator Phil Gramm (R-TX). As per Texas statute at that time "(a)nnexation shall not be made until written application has been made by both parties thereto duly authenticated by affidavit", so on December 21st 1929 Mayor Louis Hamer signed legislation annexing much older German community Spring Valley located east of present day town limits into Balch Springs - making it one side effect - concurrent with being reincorporated into Chamber County proper pursuant to SB No., 599 thereby becoming one full legal entity with its own government including: City Council members & Mayor plus 6 Selectmen residents appointed annually thru ballot process only with powers granted therein limited only thru reading ordinances approved b ordinance passin g commission & havin no force nor effect without approvabilty from Commission
