This resulted in Athenians struggling economically during Reconstruction years while also experiencing social tension that led to several homicides over petty issues between blacks and whites within the community. However, things changed after World War II when many veterans returned home from serving in Japan and Germany thanks to Franklin D. Roosevelt's New Deal programs which aimed to end poverty across America through economic development initiatives such as massive public works projects like dams and highways).
