Allen donated land for a public school and trading post near his home in Rusk County; this spot became known as Red Top Station due to its elevation above floodplain water levels. In 1870, Alton incorporated as an entity with a population of about 50 people under the governance of Mayor Dorman Dyer and School Superintendent Jno Pritchett (later appointed county commissioner). By 1830—the last year for which Census data is available—Alton had grown quite large with over 1,000 residents living within its limits. A courthouse and jail were built soon thereafter and residential development began along river banks east of town towards Fort Worth proper; these developments are now known as Old Town Alton (renamed Arlington Heights in 1984). A major issue faced by early settlers was lack of resources: small acreage suitable for farming constituted only 10% of what would eventually become Webb County; transportation limitations limited trade between neighbors so that goods not commonly consumed by one group did not reach another until long after they had been lost or stolen outside their jurisdiction. The bank continued to operate until its closure in 1982. In 1978, due to increasing population growth within Dallas County and statewide interest in developing land around Alton Village I (now downtown), corporate interests purchased all but one block of North Main Street from the township for $6 million dollars which createdwhat is now known as downtownAlTON contradicting earlier plans that called for only part of the village to be developed because businesses on South Main Street would have been out of reach for most people living inside DowntownAlTON
