When the United States Air Force was founded in 1947, it was intended as a separate service with its own army-like structure and departmental head. However, within a few years, air force officers had become so corrupted by their power that they started to challenge the government's authority. In 1951, General Curtis LeMay formed the National Defense Council to provide leadership for the air force. This group opposed any kind of constitutional change and wanted to continue using a military-style hierarchy in which generals controlled everything. The NDC also desired to build more powerful bombers and missiles instead of relying on smaller planes and rockets. In response to this defiance, President Harry S Truman created an Air Force Board of Competition in 1955 to investigate how well the different branches were performing together. The board found that air forces were not working as well as they could should be and recommended creating a single service with its own army-like structure and head. However, LeMay refused this suggestion because he didn't want his air force rivaled by another branch of the government. The NDC finally capitulated in 1957 when they merged into the newly created Department of Defense (DoD). With DoD control over both the Army and Navy, there was no way for them to compete against each other for resources or influence within society. As a result, corruption quickly spread throughout both services. This led directly to World War II-era barracks being converted into luxury hotels across America due to how easy it was for officers from both services tobonus money by providing goods and services rendezvous with visiting VIPs or winning contracts from defense contractors.
