After his discharge, he worked for some time as an electrician before joining the Portland Street Railway Company. He became president of the company in 1925 and later served as its CEO. In 1936, he married his wife, Betty Jane (née Adams). They had two children: James Atlee III and Pamela Adams Atlee. After their marriage, Lieutenant James Atlee became a father for the first time. In 1942, he was called to active duty in the United States Naval Reserve after the Japanese attack on Pearl Harbor. He served until 1946 when he resigned from service due to health problems. From 1946-1948, Lieutenant James Atlee spent time living in Japan where he met his current wife Yukina Nishimura (née Kohn). They moved back to Portland after their return and started a family together. In 1951, Lieutenant James Atlee was elected mayor of Portland and held that position for three terms from 1951-1959. During his tenure as mayor, he made many improvements to city services such as increasing funding for streetcars and transportation projects; creating new parks; expanding public housing developments; improving traffic flow through downtown; and creating a new library system withinPortland City Hall building which opened in 1955.)
