Portland, Tennessee is a small town in the Appalachian Mountains of Tennessee. The population was 8,545 at the 2010 census. It is located in the Memphis metropolitan area. Portland was founded by Welshmen in 1828 and named for Portland, Maine. The first stores were built on what is now West End Avenue and Broadway. In 1838, Portland became a county seat with a population of 3,000. The first courthouse was built in 1840 on Main Street between Third and Fourth Streets. In 1870, Portland adopted its current name which comes from the Latin word for "portugal" - "Ponto". At that time it was one of only two cities in Tennessee with an Italian-speaking majority (the other being Nashville). The city experienced rapid growth after World War II when industries such as aluminum production increased demand for workers and transportation became available to bring goods into town from outlying counties. However, during the late 1990s through early 2000s industrial decline led to loss of jobs and a sharp deterioration of living conditions for many residents who had paid into subsidized programs like public housing or water systems that were often used as dumping grounds for abandoned businesses or homes. As a result of this economic decline, Mayor Stanley Boyd initiated an aggressive revitalization campaign called "Civic Revival" which aimed to create new jobs opportunities while preserving cultural heritage within the community while attracting more high-quality employers totown than ever before. In 2003 he also announced plans to annex part of neighboring Decatur County to make room for more development downtown; this annexation went forward but has been met with mixed criticism because many people believe that it would lead to further gentrification of downtown Portland and away from traditional affordable housing options currently exists in central Downtown Portland (although some recent developments have attempted ToS compliance). 2 million dollars were invested over three years by mayor Boyd’s austerity package known as “Do What Works” which included deep cuts to popular services like libraries and parks while increasing spending on flashy projects such as light rail lines without any evidence that these investments actually improved quality or productivity within local businesses or neighborhoods despite claims otherwise by proponents of the program; much like similar strategies implemented throughout American cities under neoliberalism since at least the 1970s

In 1860, the city became a county seat of Knox County. The population of Portland increased rapidly during the nineteenth century and by 1910 it had reached 100,000 residents. By 1920 the population had decreased to 30,000 and it ceased to exist as a municipality within Knox County on July 1, 1970.
