Commodore John D. Stephens and Rear Admiral Evans were responsible for the construction of the ship. The USS Constitution was used as an American warship during the Mexican-American War, Battle of Santiago de Cuba, and blockade of Mexico during that time period. USS Constitution’s first captain was Captain Samuel Barron who served from November 25, 1815 to January 8, 1816. Captain Barron’s command included Operation Neptune’s Spear which saw Commodore Stephens take part in a campaign against Spanish forces at Vera Cruz Bay Texcoco. After Captain Barron’s departure, Lieutenant Commander Isaac Watts took command of the ship on November 25th and served until December 3rd when he was replaced by Lieutenant Commander James Fenton who served until February 28th, 1817. On March 1st Commodore Stephens relieved Lieutenant Commander Fenton with Asst. Master Commandant James Swayne taking command effective March 2nd In late 1817 Commodore Stephens ordered HMS Guerriere to enter Veracruz Bay to reduce Spanish forces there In early 1818 Commodore Stephens ordered USS Independence into Veracruz Bay to provide protection for USS Constitution On April 12th Commodore Stephens sent USS Constitution into Havana Harbor after capturing five cannon from Spanish warships HMS Guerriere and HMS Florida . This action marked the beginning of America's involvement in Cuba From April 14th through September 24th USS Constitution patrolled off Key West Province while various American ships bombarded Havana Harbor . These operations were known as Operation Burning Time On October 11th Commodore Stephens issued a proclamation calling for Americans to assist General Antonio Lopez Bravo in suppressing insurrection within Cuba It is likely that this proclamation inspired American sailors stationed at Guantanamo Naval Base to join Lopez Bravo's rebel force known as La Bahía or The bay
