During this time there also were several changes that took place within local government with newly elected Mayor Bill Young taking office after being appointed by then-Governor Phil Bredesen with support from both Republican Party members of the General Assembly and King County Commissioner Donnie Farmer who resided nearby in Chattanooga. After serving two terms as Mayor he lost his bid for re-election against Democrat Kathy Hirono who won with more than 50% of the vote.. After losing his bid for mayor Young started working towards becoming county executive although he has yet to be successful.. In 2002 Kingsport city councilwoman Brenda Lathan ran unsuccessfully against incumbent Governor Phil Bredesen for term as governor of Tennessee while he was running for reelection to a second term as governor; Lathan later became a state senator from Knox County,. In 2006 Kingporters narrowly voted not to allow annexation by Chattanooga which would have created another municipality located near downtown Chattanooga but this measure failed 2-1
