In 1892, the Tennessee Valley Authority was created to build a canal from the Cumberland River in Kentucky to Chattanooga, Tennessee. The TVA began construction of the canal on what is now East Ridge. The first section of the pipeline was completed in 1893 and was named for General James B. Elam, who commanded American forces during the Spanish-American War. The second section of the pipeline was completed in 1897 and became known as the Second Battle of East Ridge. It took place near today's intersection of I-610 and US 27. The route of the pipeline has been changed multiple times since it was built, including when it was diverted through sensitive woods east of Knoxville in 1957. In 2013, part of it collapsed after being ruptured, damaging several homes and schools along its length.
