Cookeville, Tennessee is a small city located in Middle Tennessee. The population was 10,814 at the 2010 census and has grown to 13,693 since the 2000 census. Cookeville is the county seat of Knox County. The first inhabitants of what is now Cookeville were Native Americans who lived along the Cumberland River. In 1795, General James K. Polk founded a new post at this location after routing an invading French force during the American Revolutionary War. Cookeville was named for Colonel John Cooke, a veteran of that war and one of Polk's aides-de-camp. The town was formally established on December 1, 1810 by order of President James K. Polk as part ofKnox County. It became part of the United States in 1821 as a result of the Mexican–American War following US victory over Mexico at Buena Vista Creek near present day Chattanooga, Tennessee. In 1830, Isaac Wellman laid out a township in Knox County which he named "Wellman Township". He also organized what are called "First Nation" Indians into tribal groups known today as Cherokee Nation and Chickasaw Nation. The townships within Knox County were unorganized until they were organized as part of Trimble Township in 1846 when General Andrew Jackson became president due to his victorious campaign against Santa Anna in Texas). At that time there were only five rural districts in Knox County (Trimble, Spalding, Churchill/Fenton/Greene/,Milton/Pleasant) with no cities ortowns within their boundaries; all but one had been created by acts of Congress during Jackson's term as president acting through Special Commissioners appointed by him with broad authority to organize local jurisdictions subject only to direct federal control (the exception being Trimble which had been created from parts of three earlier Townships). On February 14, 1850 Act No 108 provided for creation within Knox County limits – specifically Cookeville –of a new municipal corporation entitled "Cookeville Municipal Corporation." This act designated Mayor Jepson Asbury and two Aldermen Proctor and Hinton as its first trustees with power to issue tickets for public exhibitions and other special events including elections for board members; operate fire departments; build roads; erect public buildings including schoolhouses and churches; maintain parks etc.; provide water supplies from wells near present day downtown Cookeville; lease land eastward from concurrent creek borders on both sides thereof to establish Griggs Heights Residence Estate Company Limited Partnership whose directors included Mayor Asbury himself and fellow trustees Proctor (a native Tennessean), Hinton (a lawyer), Wofford Pemberton (aTennessee state senator) and Cincinnatus Augustus Goodloe (president pro tem - clerk general Ulysses S Grant's cabinet). The Municipal Corporation began operations on October 15th following passage by multiple legislatures thereof providing: “And be it further enacted That said Municipal Corporation shall have power--” “To construct streets or thoroughfares therein boulevards...to erect schools...to purchase lands for erection thereof...to make repairs thereto necessary” etc.). On November 1st 1863 another act provided: “And be it further enacted That said Municipal Corporation may borrow money upon schedule E1 bonds…and issue such other paper securities herein authorized” . The original bonding program authorized issuance totalling $2 million over ten years with interest rate $1 per month compounded annually plus 20% tithes paid annually = $40 million total outstanding Bonds! elected officials initially consisted only Of Mayor Jepson Asbury With additional Trustees To Be Appointed By City Councilmember From Day One

Cookeville was founded in 1853 by John Cooke and his family. Between 1853 and 1865, it served as the county seat of Williamson County. In 1868, Cookeville became a city and changed its name to Cookeville, Tennessee. The city was incorporated on December 14, 1975. The population of the city increased to 3,567 in 2009; however, because of an increase in commuting from Chattanooga and other areas within the Chattanooga metro area, the population declined to 2,917 at the 2010 census. Cookeville is located at (34.697151,-87.467469). According to the Köppen Climate Classification system, Cookeville has a humid subtropical climate with hot summers and mild winters: abbreviated "Cfa" on climate maps.[2] The average sustained temperature during summer months ranges from 74°F (24°C) to 92°F (27°C), while winter lows range from 26°F (−3°C) to 34°F (−1°C). Precipitation averages each year around 20 inches (500 mm), but varies greatly due to differences in latitude between seasons; most falls between September and October when precipitation totals typically hover around 10-12 inches (.25-0.35 m).[3][4]
