Clarksville is the largest town in Hardin County and the seat of federal government for Hardin County. The first permanent settler in Clarksville was Eli Whitney who arrived from Vermont in 1784. He set up a grist mill on Canisteo Creek and began to produce flour which he exported to England. In 1802, he purchased 3,000 acres (1 km2) of land north of Clarksville from David Rowan and built the first cotton gin in Hardin County. In 1818, General Andrew Jackson moved his headquarters from Knoxville to Clarksville so that he could campaign for election as president on behalf of the United States against James K. Polk. On October 12, 1818, Jackson issued an order appointing John Bledsoe as assistant justice of the peace for Hardin County Bledsoe served until 1830 when he resigned because of disagreements with Governor Richard Mclntyre over judicial nominations Jackson then appointed David Stone to succeed him as assistant justice Stone served until 1835 when he resigned too due to differences with Governor Hernando Strother over legislative appointments Governor John Sevier appointed Aiken Randolph as his replacement Randolph served until 1863 when he resigned because of differences with Jefferson Davis over military strategy during the American Civil War
