In 1865, Attorney General Amos Kendall introduced legislation that legalized caffeine sales within each state at retail stores statewide without special license requirements. This move helped stimulate local businesses to start selling caffeine products outside of Atlanta and New York City. During World War II, many military personnel stationed in Chattanooga used caffeine for its stimulant properties as well as its ability to keep them focused on their tasks during combat times or extended periods off duty. The development of Chattanooga followed natural patterns that emerged during the early 1800s as railroad lines were constructed throughout central Tennessee and Georgia linking river valleys with each other and Nashville. businessmen responded to this new transportation opportunities by developing businesses in various sectors such as cotton manufacturing, food production, shipping/transportation, lumbering/timbering etc. By 1860 Chattanoogan had grown so much that it became necessary to create another town hall within its boundaries; this led to the construction of The First Parish Church which opened in November 1861.
