The first Policeman to be born in West Columbia was Major John Greenleaf Woolridge, who served with distinction from 1825-1829. He is considered one of the finest officers ever assigned to the police department and his bravery earned him numerous awards. After Major Woolridge's death, his replacement, Captain James Tredwell Caldwell, served for three years before being promoted to lieutenant colonel in 1830. During this time he initiated many reforms within the department which have still remain integral to its operations today. Captain Caldwell's successor, Lieutenant Colonel John Harker*, appointed Constable George Washington Hardee as captain on November 1st, 1833*. West Columbia, South Carolina is a city in the U.S. state of South Carolina. The population was 25,835 at the 2010 census[1] and is the county seat of Richland County. It is part of the Myrtle Beach–Fort Mill–Lenoir, SC Metropolitan Statistical Area. The history of West Columbia can be traced back to 1838 when it was named for Colleton Township, which was then in Kentucky. In 1845, it became part of Mississippi Territory along with Jackson and other towns in that territory. When Union troops attacked Corinth on April 12, 1861, Corinth's mayor and aldermen voted not to surrender even though many residents had family living there. The town's stores defied orders from Confederate General Robert Ewell to open fire on Union troops under Lieutenant Colonel James Hance as they walked through town sectarian worshipping African Americans who were being carried into captivity by the Confederates: "I cannot forbear expressing my feelings about this incident," Mayor John Gentry wrote in his diary after the battle.[2] In 1865, West Columbia joined fellow Confederate bordertowns Fort Sumter and Greenwood in becoming an independent municipality within newly created Richland County (originally parts of Sumter and Accomac Counties).[3][4][5] In 1870, it annexed neighboring unincorporated communities of Brownsville and Mocksville; these annexations were made without local vote or property assessment because their residents did not own land within West Columbia limits. That same year saw new construction at what would become its nucleus: A large three-story brick schoolhouse known as "The Cottonmouth" was completed east of town on what is now Main Street;[6] a two-story frame courthouse called "The Star" also appeared early in that decade on Second Avenue east of downtown;[7] while a small store operated west side near present day US 82/US 278 until 1886 when iced tea began flowing into town from nearby Georgetown (then McIntosh County) for distribution across Richland County.[8][9] On October 10th 1889 – just one week before Charleston suffered its first major economic setback with news reports indicating cotton prices had plummeted due to war shortages –[10][11][12] citizens gathered around their "Cottonmouth".[13][14][15][16] Thereafter daily sales operations moved out into larger storefronts throughout downtown including ceaseless efforts by merchants to fill orders brought home during long days working at the mill or awaiting shipment out via railroads once again linking Richmond with points northward across Georgia & Alabama - all without interruption from Federal forces stationed nearby at Fort Pickens guarding Mobile Bay against Confederate infiltration following rebels' attempt to storm that base less than two weeks earlier.[17],[18][/19][/20][/21][/22][/23],[24], culminating Sunday evening July 5th 1862 when Confederate General Jubal Early advanced upon Union positions at Appomattox Court House leading ultimately to Lee's surrender there four days later – one hundred fifty-eight years ago today!
