The Constitution was quickly sunk by Union gunfire from Fort Sumter; however, the Merrimac managed to escape and reached its destination safely. After the war, most of the navy's resources were diverted towards land-based forces instead of being used for sea duty again. However, on May 11th of 1865, a group of sailors from USS Constitution requested permission to use her for an emergency landing operation onshore at Jacksonville Beach in Florida due to Confederate efforts to gain access to supplies and reinforcements coming up from Virginia. This event is remembered as one of the few times when American warships were used during World War II without being fired upon by Axis powers. Since then, naval activity in Sumter has waned somewhat but has not completely disappeared like it did decades ago. Sumter is a town in Spartanburg County, South Carolina, United States. The population was 5,898 at the 2010 census. The Sumter Historic District was listed on the National Register of Historic Places in 1984. The town of Sumter was founded by General James Longstreet and his troops at the junction of two rivers in 1814 as a base for operations against Native Americans. After Longstreet's death, his son Lieutenant Colonel William Troup took over command of the garrison and soon began promoting settlement throughout the area around what is now known as Sumter. In 1827, Troup's successor Major General John Cushing laid out plans for an incorporated village to be built on land purchased from the Cherokee Indians near present-day Greenville; but construction did not begin until 1829 due to financial difficulty and lack of support from local officials. In 1850, Governorof South Carolina Clement Lickpate ordered Captain (later Admiral) James Halsey to take possession of all Indian lands within three miles (5 km) of Charleston so that white settlers could purchase them without their chiefs' consent or knowledge. When Halsey arrived in Sumter with his fleet on July 25, 1850, he discovery that most residents had left for good because they were afraid of being bought off by Lickpate or worse. He ordered Halsey to remain until more permanent settlers could be located and then moved inlandward into what are now Laurens County and Orangeburg County. Dredging operations started early in 1951 revealed an ancient buried oceanic slave trade route connecting Africa with Asia through Cape Horn which led directly to Sumter Harbor; thus ending any possibility that slavery ever reached this port again. On December 1, 1860 – one day after Confederate forces surrendered at Appomattox Court House – Sumter became part of Union South Carolina under occupation by Federal troops under General Ulysses S Grant; however it reverted back to Confederate control within a few months when Uniontroops withdrew following news that Abraham Lincoln had been elected President unopposed.
