In 1868, the Port Royal National Guard was organized as an independent militia. The first commander of the guard was Captain John C. Harris. In 1886, Lieutenant Colonel John S. Barker became the first permanent commander of the guard and it grew to a regiment with 3,000 soldiers by 1912. The Guard played a significant role in local and state defense during World War II and after the war served as an adjunct of South Carolina's Department of Defense until it was disbanded in 1976. Today, there are only three active members of the Guard remaining inport royal: 1st lieutenant Jeffery Meeks and majors Jerry Loyd and Mattie Hardesty who serve as battalion commanders for Company A at Fort Hill Military Park located on Hilton Head Island; 1st sergeant Shane Sheehan serving as company adjutant; and corporal Levi Richardson acting as unit adjutant. On November 25, 1960, Governor Ross Barnett signed into law The Guardsmen's Monument Protection Act which provided that any statue or likeness erected or dedicated to any member of The Guardsmen must be approved by both the State General Assembly and the Governor before being placed on public property within this state. This act also designated Fort Hill Military Park on Hilton Head Island as home to Company A (1st Battalion) Port Royal National Guard Infantry Regiment stationed there since 1916 with special honors bestowed upon them every year on Memorial Day weekend (May 14th). The history of the National Guard can be traced back to 1792 when Massachusetts Militia was organized under the direction of George Washington. After the Revolutionary War, state militias were reorganized into national guard units under President George Washington in 1795. At this point, militia units were organized into regiments with a colonel as commander-in-chief. However, these units were not always manned by patriotic Americans and often functioned more as a paramilitary force used against fellow citizens. In 1814, Congress passed an act creating a permanent national guard regiment made up of 100 Virginians unique in composition and discipline. This unit became known as “The 1st Regiment Rhode Island Volunteer Infantry” after being mobilized at Providence Plantation in December 1814 by General John Pope (later Ulysses S Grant). The first real test for these new troops came during the Mexican-American War when they served under General Antonio López de Santa Ana on campaigns against Pueblo Indians in New Mexico and Arizona Territory. During this time period, many soldiers died from disease or combat wounds which limited troop numbers significantly. The 2nd Regiment Rhode Island Volunteer Infantry lost twenty-six men during this campaign; one rifleman was killed outright while reloading his musket; seven others died from disease contracted during battle or after engaging Pueblo Indians. AfterMexican-American War service ended in 1848, there was a push for more patriotism among volunteer troops throughout America culminating with passage of the Military Constitution Act (MCA) on November 14th 1850 which created four infantry brigades each consisting of two regiments totaling eight thousand enlisted men divided equally between federal districts across America with headquarters at Washington D C .
