Port Royal is a town located in the U.S. state of South Carolina. The population was 10,711 at the 2010 census, making it the smallest municipality in South Carolina and one of the most rural. It is bordered by Tyndall to the east, Tyndall County to the south, and Charleston County to the north. The first permanent European settlement in what is now Port Royal was founded by English settlers in 1663 as a trading post on Hilton Head Island. In 1729, King George II granted land comprising present-day Port Royal to Hugh Lawson for his soldiers who had fought against British forces during the American Revolution. The town was named after Prince Rupert of Wales (1685-1755), leader of an unsuccessful punitive expedition against Colonial America led by Colonel John Butler during Lord Baltimore's War (1748-49). In 1824, General Andrew Jackson captured Fort Moultrie on Hilton Head Island and forced its inhabitants into slavery before moving them across Charleston Harbor to what is now Dorchester County. As part of Reconstruction following Reconstruction era events such as passage of laws limiting black voting and working rights, many African Americans were relocated to Port Royal from other parts of South Carolina including Edgefield which became known as "The black Gullah Country". During World War II, some workers at nearby Naval Hospital Number One built V-12 submarines using parts taken from USS Camden which served as HMS Venturer during World War II. After years of decline due to floods and changes in local economic conditions beginning around 1990s, much development has occurred within or adjacent to Port Royal over recent decades including construction of a high school and arena for professional basketball; emergence as a bedroom community for adjoining Charleston; growth with businesses related primarily to food service; increase in housing production especially apartments/condos; and increase in civic engagement through participation in elections both local and statewide
