Gaffney and his brother James, founded what would become Gaffney County on Catawba River in present-day Gaffney. The original courthouse was built soon after by Judge John Aiken and served as the county seat until 1853 when it moved to Nacogdoches. In 1857, Gaffney was incorporated as an independent city with a vote from its citizens and became a separate Judicial Circuit for South Carolina under then-Governor John C. Calhoun. In 1886, President Grover Cleveland designated GaffNEY COUNTY AS THE OFFICIAL CITIES OF SOUTH CAROLINA due to its importance in cotton production as well as its location within Calhoun's judicial district which included all of South Carolina except for Augusta and Hilton Head Island which were considered part of Augusta County). The official designation lasted until 1907 when Charleston took control of both cities' jurisdictions due to their growing economic importance within the statehood movement (see History of Charleston). The city's growth continued during World War II with the construction of military airfields nearby such as Mabel Field (later RAF Mildenhall) and Fort Bragg (now Fort Benning), both serving as training grounds for USAAF pilots during World War II. Additionally, many factories were built near downtown including Wernher Lohmann Motors Company where B-29s were made before they went into service; Best Foods Inc., where segregation laws prevented African Americans from working at company stores; American Tobacco Company where cigarettes were manufactured; Piggly Wiggly store which opened in 1949 adjacent to Braves Stadium; PPG Industries Inc., now known as Peet's Coffee & Tea Co.; Goodyear Tire & Rubber Company; Coca Cola Bottling Plant No 1/Coca Cola Bottling Plant No 2 on Highway 16 about three miles east of downtown - these plants produced large volumes of Coke concentrate without manufacturing any products themselves); however because these plants used Essential Petroleum Recovery Act (EPCA) resources - gasolineoline was refined into diesel fuel - this caused local opposition and accusations that CG&T had "leased" these resources without contributing anything back to society while extracting huge profits at taxpayer expense After World War II ended, textile mills closed down leaving many people unemployed or underemployed throughout much southern Southeastern United States ensuing social unrest among those who lost their jobs while also contributing little or nothing tax-wise to society outside their home counties during this period typified by Watts riotings across America beginning around 1965 increased crime rates throughout much Southern United States resulting primarily from drugs moving upslope through transportation networks
