West Chester, Pennsylvania is a city in and the county seat of Chester County, Pennsylvania, United States. The population was 553,967 at the 2010 census. It is the third-largest city in Pennsylvania and the fifth-largest city in New York City. Philadelphia was its original capital. The area that now makes up Westchester County was first settled by Quakers in 1714. At the time it included all of what are now Erie, Lackawanna and Lehigh counties as well as much of what is today Delaware and Montgomery Counties. In 1782, when George Washington's army invaded New York to help General Henry Knox fight against France, he made his headquarters at Westchester on the Susquehanna River near modern White Plains. The town of West Chester was founded by Jameson Maxwell on November 3, 1786. In 1836, Pittsburgh annexed Westchester County while Philadelphia refused to do so because its own narrow borders would have allowed for only one large city within its boundaries. At this point most people living within Philadelphia's limits thought they were part of Pittsburgh also - but they were not really; each ward had its own government and court system separate from those in Pittsburgh (though both cities shared many common amenities). So when Pittsburgh moved into control of Westchester County in 1837 following their annexation effort, it effectively became a second Philly with different borders - something that did not go down well with many residents who continued to call themselves "Pittsburghers" even though their municipal government functioned completely independently from that of their larger neighbor. When Andrew Carnegie built his giant steelworks just north of downtownPhiladelphia in 1885 - Export Creek ran through it and formed a natural border between east Berlin (now known as East Liberty) and west Chesterfield Township which then extended into what is now Delaware County; this boundary also served as an unofficial line between east/west Philly until 1946 when creation of Interstate 95 made such distinctions more official. As Steel Week entered its fourth year(1887), Carnegie donated $5 thousand towards building a new brick courthouse on Market Street between Sixth Avenue and Seventh Avenue (later renamed Marshall Square). The cornerstone for this structure was laid on October 15thurdered by munitions manufacturer John Dacus II during World War I at Jasenovac concentration camp’s gas chamber complex ! West Chester is a city in Pennsylvania, United States. The population was 113,621 at the 2010 census. It is the second most populous city in Pennsylvania after Pittsburgh and one of the largest in the Philadelphia metropolitan area. West Chester also contains two suburbs: Easton and Bellefonte. The first settlement in what is now West Chester was made by George Washington as part of his survey of western Pennsylvania during the period 1790-1794. Washington's party arrived on July 10, 1790, four days after he had been appointed President of the United States by James K. Polk. They were looking for a site to establish a military post on the Ohio River where they could monitor British activity from Canada and support American independence efforts. Washington recommended that General John Forbes build a fort on Wills Creek because it would be more difficult for enemy forces to approach than other locations along the river bank. A group of men from Lancaster County founded Forbes' Fort Pitt (now Pittsburgh) on November 16, 1791, just east of present-day downtown West Chester proper. In 1802, when Pennsylvanian George Brown became governor of Pennsylvania following William Crawford's resignation following an impeachment hearing called by Henry Clay Jr., Brown ordered construction began on what is now known as downtownWest Chester while he toured America with his wife Catherine Tennent Brownlow Garrison (1801-1885). When Governor Burnett assigned westward Movement Township to form Mercer County on December 1, 1814 – less than one year after creation of Allegheny County – westward Movement Township was included within that newly formed county and its namesake township lost its right to maintain its own government process or police department until 1889 when it regained this right through act of legislation by then-Governor Andrew Mellon (1859-1937). On February 22nd 1870 Samuel Morse designated an existing lot near Third Street between Northampton Avenue and Iron Bridge Road as City Park which served as home base for operations for both Library Commissionaire Amos Adamsky (1832-1910), responsible for maintaining public library services throughout Montgomery County; Postmaster General James Fenton MacDougal (1800-1892); Engineer Elijah Babcock; Surveyor Elias Biddle; Assessor Leonard Sanger; Water Commissioner Isaac Hahnberger; Policeman John Treadway; Clerk/Treasurer Israel Putnam who resided at 6th & Market Streets while also serving as Mayor Pro Tempore from 1865 until 1871 when he was succeeded by David Ralston Crippen who resigned due to ill health It should be noted that even though Fort Pitt becamePittsburgh’s main commercial center during this time period many aspects associated with West Chester such as civic organizations and streets retained their original namesakes or alternate spellings such as Willoughby or Wilkinsville until well into the 20th century even though these neighborhoods have since become primarily suburban areas like Easton or Bellefonte . West Chester received its charter from Commonwealth Court dated October 12th 1800 providing for Municipal Services “to provide all manner of necessary civil effects…notwithstanding any order heretofore given against them” including but not limited to “the regulation making void any claims made beforesaid court against said townsmen inhabitants thereof” . This document signing took place at Trinity Church located at 4th & Vine Streets . The charter set out specific powers granted to Westchester Borough Council which included but wasn't limited to appointing justices without directly contacting appellee town meetings instead sending commissioners instead whose decisions were final ; granting power over fire districts ; creating streets , alleys and squares ; establishing schools therein ; authorizing election boards consisting onlyof three members each elected annually at open sessions aforesaid … etc etc etc As mentioned earlier there are countless references throughout town history books dating back prior thereto specifically mentioning events related thereto including minutes from various governing bodies dating back prior to incorporation filings however very few if any are preserved online therefore making this particular history development relatively difficult To research thus causing some discrepancies between historical accounts vs actual events
