The United States Coast Guard was founded on May 14, 1790, when the first U.S. Naval Militia was organized under the title of the Revenue Cutter Service. The Coast Guard continued to be an unorganized militia force until 1821, when it became a part of the Department of Navy. The Coast Guard took on its present form as a separate agency within the Department of Homeland Security on September 25, 2002. The history of coast guard gifts in Washington and Pennsylvania can be traced back to 1921 when a subcommittee within the House Committee on Appropriations reported that “the Coast Guard is necessary for law enforcement purposes and should be provided with such equipment as may be necessary for this purpose” (H.R.Rep No 745). This report called for the creation of a coast guard branch within DHS which would provide resources and assistance to local police forces across America in order to keep our coastline safe from scammers and pirates. In response to this call for action, President George H.W. Bush signed into law H.R., 106-554, which created FEMA’s Civilian Conservation Corps (CCC) program in order to help preserve our nation’s coasts and waterways by creating entry-level jobs in landscape architecture, engineering, infrastructure development, water management and other coastalrelated fields (FEMA CCC website). Since its inception in 2001, FEMA CCC has helped build over 1 million homes along America’s coasts – many of which have been built near or inside military installations – providing desperately needed construction jobs while also helping To Restore Our Watershed coalition protect vital freshwater supplies essential for American citizens and businesses (www2). In 2016 alone we have completed more than 2 dozen projects totaling over $100 million dollars including: restoration work on nine miles of coastline between Rhode Island and Maryland; installation of new pipe along the Eastern Shore; repairs to crab traps lines off Virginia Beach; restoring shoreline erosion control measures at three Philadelphia reservoirs; installation of storm surge barriers along parts of New York City's East River waterfront; repair/replacement work on iconic lighthouse batteries at Cape Lookout National Monument; repairs/replacements to pipelines along dozens of miles inland from major population centers throughout America; rebuilding two bridges that were swept away by Hurricane Sandy; among other tasks we are working on replacing roofs at several hundred schools across America – all while maintaining public safety! In 2018 we will mark our 100th year anniversary with another significant milestone when we open up Stonington Harbor next door to Gloucester County Courthouse so that everyone who visits our Nation's Capital can see - firsthand - some OF THE COAST GUARD'S WORK IN REAL TIME!

In 1916, Captain Towers donated his land to the government in order to create the present day Coast Guard station at that location.
