The borough was formed on December 4, 1868 from parts of the independent city of Allentown and it was named in honor of Samuel Jerome Reading who served as mayor from 1861 to 1865 and as a member of the Pennsylvania House of Representatives from 1871 to 1875. The community that would become Reading began as an agricultural village on the east side of what is now downtown Allentown. On July 1, 1795, Reading became a town when it was annexed by Bethlehem Township. On January 3, 1904, Reading became one of two townships (the other being Bethlehem) within newly created Bucks County after the creation of that county by an act passed by the Pennsylvania General Assembly. In 1914, Reading voted to secede from Bucks County and join the new state of Pennsylvania. This event helped trigger a period known as "The Great Depression" in which many small towns throughout Pennsylvania lost their businesses and jobs due to economic decline caused by increased manufacturing costs in neighboring states such as Ohio and Michiganized industries during World War I.
