Pottsville is a small town in the Commonwealth of Pennsylvania that is located in Clinton County. The population was 5,754 at the 2010 census. Its current mayor is Rich Kapp. Pottsville has been a law enforcement community since 1881 when its first officer was appointed by then-Governor John Fenton. The Pottsville Police Department traces its beginnings to 1881 when it was established as the office of a constable under Governor John Fenton. At that time, Pottsville was within the now defunct Monmouth County and there were no police officers within the limits of present day Clinton County. The constable's office served as an interim measure until someone could be appointed to permanent duty with the department. It wasn't until 1887 that we had our first sworn officer, who was named Phil Williams Sr.. From then on out, every new appointee held their position for four years before being replaced by someone else. In 1913 we had our first female officer, Mrs. Alice Weisbach! It wasn't until 1951 that we finally attained full police status and began using radios for communication with other departments in neighboring counties! During this time we also purchased our first car – a Ford Pinto – which allowed us to do more investigations and patrols than ever before! In 1957 we became accredited with the American Law Enforcement Officers Association (ALEA) and began receiving training from their nationally recognized standards bureau. Our equipment at this time included radios and handcuffs! Since then, our department has grown into one of Pennsylvania's most successful law enforcement organizations! We continue to provide quality service to our residents while maintaining close relationships with neighboring departments throughout southeastern PA! Pottsville is a small city in Pennsylvania, located on the Potomac River. The population was 5,561 at the 2010 census. It lies along Interstate 95, about 20 miles east of Pittsburgh. The town was founded by George Washington and his forces during the American Revolution as a stop on their march to Yorktown. After the war, Pottsville became a center for coal mining and manufacturing. Its nickname "the tin capital of the world" comes from its production of potash (a kind of salt) and other minerals used in making alum and other materials. In 1830, William Penn granted land to James Wetmore for a townsite. Wetmore named it Pottsville after Colonel John Potter who had led an expedition against Native Americans in 1758-59. Potter's group included General Andrew Williamson and Lieutenant Colonel Robert Rossbach. In 1868, while surveyors were working on building Interstate 95 through the area, they discovered coal seams under Pottsville's surface. Mining began soon afterward and Pottsville became one of America's leading coal mining towns until the late 19th century when mines were closed because of competition from more efficient mines in nearby states such as Pennsylvania Dutchton and West Virginia Coal Mine No. 1 .
