The Philadelphia Naval Shipyard was founded in 1795, and the Navy has presence there since 1854. In 1861, the Navy established a Naval Station at Philadelphia, which served as the shipyard for USS Constitution (1797-1865), USS Perry (1812-1865), USS Independence (1813-1865), USS Constitution Museum (1901-1999), and other vessels. The Philadelphia Naval Shipyards also built ships for World War II such as USS Hornet ( 1942 ), HMS Illustrious ( 1943 ), and HMS Neptune (1945). The city of Philadelphia played an important role in naval warfare during the Second World War with its Ports of embarkation, dockside yards, barracks, ammunition dumps, and submarines. During the Korean War it became home to two American naval bases: Pusan Perimeter Marine Base on Beaumont Street near Delaware Avenue South and Submarine Base Atlantic City on Monmouth Boulevard just south of I-95. In 1979, the Navy moved its Fleet Activities Command from Norfolk to Philadelphia under then Secretary of Defense Caspar Weinberger. This led to new challenges for Philly's port infrastructure; navy vessels were not always able to disembark quickly or easily without having their cargo unloaded first. To resolve these issues, a team led by Ports Director John Fenton began work on what is now known as "the Torpedo Dock project."
