At that time, the town of New Kensington was located in what is now Delaware County and the police department was established as a provisional agency under the jurisdiction of the government of Pennsylvania. The first officer on duty at the new police department was John H. Beech. Beech served until 1892 when he was replaced by Captain George Waddy. From 1893 to 1906, Captain Waddy served as Commandant of the Department and from 1907 to 1912 Captain J.W. McHugh served as Inspector-General of Police. In 1912, Captain George Fenton took over as Inspector General and stayed with that position until 1917 when he retired due to ill health. In 1917,Captain Fenton's successor, Captains John Prentice and Alfred Ladd were appointed Commandants of Police for an 8 year term expiring in 1924 and 1927respectively). In 1928, Captains Ladd and Prentice resigned due to other priorities within their departments; however, they were succeeded by Captains James Sweeny and Robert Meehan who continued in that role for 4 years before retiring effective January 1st 1931 (the date which is currently marked on NKPD property). Since then, there have been 3 commandants: captains JAMES Sweeny (1931-1939), ROBERT MEEHAN (1941-1951)and WILLIAM KNOX (1952-1963). After serving as acting captain for 3 months during World War II while William Knox was away on military duty, WILLIAM KNOX became permanent captain on January 1st 1963 after taking over from JAMES Sweeny who had retired a few days earlier because he exceeded his service limit allowed by law.). With only 5 officers left active duty following Lt.-Governor Edward Gannon's retirement effective September 15th 1970 - includingcaptain WILLIAM KNOX - NKPD closed its doors officially on December 5th 1970 having failed to meet revenue targets set forth by Governor Thorne in his budget proposal submitted November 14th 1969 which called for an annual increase in revenue from $151 million to $186 million.; this failure led directly to Governor Thorne's decision not renewing NKPD's charter & moving it gradually into receivership status starting February 1st 1971., giving it full control over all its assets& liabilities under state forfeiture/revocation law.)
