In 1857, Judge James Hoadley organized township government in what is now Lancaster after being elected as its first clerk. In 1871, horse-drawn wagons replaced carts as the primary means of transportation in Lancaster because there were no railroad connections between nearby towns at that time. By 1915, however, wagon traffic had decreased significantly due to improved transportation options available thanks to advances in railsroad technology. From 1895 until 1925, commercial printing presses were operated out of a building known as The Cotton Millinery on Market Street in downtown Lancaster; this facility produced materials for newspapers throughout much of Pennsylvania during this period Lancaster's economic prosperity began during World War II when many Allied war industries relocated to the area due to wartime demand for raw materials such as steel and munitions . After hostilities ended in 1945,employment slowly declined but gradually regained some level of stability through various industrial expansions over ensuing years including several major layoffs during 2002–2004 when production was shut down at several factories following deregulation . Manufacturing resumed somewhat slowly after 2006 but has experienced modest growth overall since then thanks most notably to strong international demand for products made from recycled plastic materials . Businesses have responded well both physically and emotionally to recent global economic conditions which have led some employers - especially those reliant upon large fixed capital investments -to announce plans or begin construction projects outside their core businesses

It also allowed for greater use of unmanned aerial vehicles (UAVs). In 1992, President Bill Clinton signed an act that changed how coast guard officers were hired and paid. This act established a merit system for hiring coast guard officers and lowered pay rates for some branch members. In 1998, President George W Bushsigned another executive order giving the Coast Guard more control over its budget and authority to purchase goods and services from private companies. This order allowed for better cooperation between government agencies and business firms when it comes to homeland security responsibilities. Since 9/11/2001, there have been several changes taking place within both the United States Coast Guard as well as international partners such as Canada’s Royal Canadian Mounted Police (RCMP). These changes have included increased access to technology by both agencies as well as expanded patrols along U.S./Canadian borders in response to terrorist threats.
