The history of Harrisburg goes back over 350 years and can be traced back to its founding as a small trading post on what is now known as "The Peninsula," just east of present-day downtown. The first permanent European settlers arrived in 1748, when James Logan founded what is now called Logan's Valley near modern-day Harrisburg. In 1756, Colonel John Forbes built a fortification on land that became known as Forbes Hill after him. The settlement grew rapidly and by 1762 had reached its peak; by 1800 there were over 100 residents living in town. However, during the War for Independence (1775-1783), much of central Pennsylvania was destroyed by Indian raids and violence, including the burning of Fort Duquesne in 1814. In 1802, following complaints from farmers about shortages of food due to war efforts and disease brought on by British troops stationed throughout Upper Canada, President George Washington directed Congress to establish a commission to investigate food supplies in America. The commission's report found that inadequate stockpiles of goods had led to widespread famine in America subsequent year; accordingly, Congress created a new agency –the United States Departmentof Agriculture–to regulate grocery prices and provide support for local governments with necessary resources for feeding their citizens during wartime times. Harrisburg quickly emerged as one of America's leading agricultural capitals; between 1800 and 1840 it produced more than two million bushels (1 bushel = 4 cups) worth of crops annually! By 1850 however, because railways came along and increased demand for goods shipped through Philadelphia – which was then the country's biggest trade center – agriculture declined significantly within town limits while other industries such as manufacturing boomed. In 1881–82 four important industrial plants were established within town limits: Western Electric Company Manufacturing Plant #1 (now part of Bethlehem Steel), Ulysses S Grant Rubber Plant #2 (now part OFCo). At this time too industry departed Harrisburg for newer suburbs outside city limits while housing values continued to increase inside downtown where many wealthy Pennsylvanians lived until recently despite declining real estate values statewide since 2000%.
