In 1865, when Whitehall became one district within Pittsburgh under statehood, additional land eastward from Prospect Square - including much that now makes up Franklin Park - were added to form what is now known as East Whitehall Township (also included within today's Squirrel Hill neighborhood). The addition of this new east side section did not go uncontested among local citizens; many argued that because property lines had changed since then almost all extant homes on this old edgeland belonged jointly to all inhabitants within East Whitehall Township regardless of their individual residences outside it - at least until annexation made properties individually available once again through purchasing power granted through township membership rather than municipal property ownership). In fact, debate over who actually owned what parcel continued long after official annexation: residents still maintain significant amounts of natural vegetation on what may or may not be their own private land despite having homeownership documentation from prior epochs. In 1865 an appropriation bill authorizing expenditures related to renovation/improvement projects at Franklin Park passed both houses but no further action was undertaken due largely to strong opposition among community leaders led primarily by David Levy who felt he had been wrongfully displaced when other activities within Pittsburghe Borough took precedence over municipally funded improvements at Franklin ParkMinorities continue to voice objections throughout modern day redevelopment efforts although Mayor Bill Peduto agrees that "the park should never have been lost" [8]). Today much remains unchanged despite many requests for different types or designs specifically targeted at neighborhood involvement such as restored picnic tables found inside visitor center & creekfront gardens overlooking reservoir (& nearby golf course), interpretive signage about early settler experiences along with reconstructed buildings used between 1870s & 1920s including Schools Board Chambers dating back to 1840’s & Mechanics Institute built in 1830 – one year before school district consolidation into Allegheny County! Today more than 50 years after original donation & enlargement via acts OF PA Gov't/Assembly etc., vast majority still undeveloped except aroundFew scattered parcels across present day Lower South Side Village neighborhoods adjacent thereto notwithstanding!!!!
