During this time, many businesses were developed such as hotels, stores, mills, churches and schools. The town was founded in 1795 and incorporated as a borough in 1836. In 1868 it became the city of East Stroudsburg. In 1917 the city merged with the neighboring borough of Blair to form a new city government. The current mayor is Councilman Rick Kapp (D). The first settlers to what is now East Stroudsburg were farmers who arrived from Schuylkill Township and Berks County in 1795. They built log homes on land that had been donated by Colonel John Armstrong and others in 1793 after being driven out of their original land by Native Americans. The Town of East Stroudsburg was chartered on March 2, 1836, by an act of the General Assembly of Pennsylvania. At that time there were only three other towns in Lackawanna County: Scranton, Wilkes-Barre and Greensburg. The first store opened in East Stroudsburg on October 12, 1837 by John Fenton & Brothers under license from Governor Nicholas Canby granted for lack of competition from Philadelphia merchants who traveled to Lancaster for trade meetings at the same time as those held at Yorktown Hall in Philadelphia. On April 15th, 1840 James Hartsfield erected a two-story red brick building he called "the old jail" on State Street between High Street and Market Streets which served as court house until it burned down on December 8th due to arson by local youths who thought it would look like Penn's Landing when they took over the building during festivities related to Thanksgiving Day celebrations which started late that evening instead ending early morning due to bad weather conditions; this event caused public outcry throughout PA against mob violence during such events .
