Carlisle is a small town in Perry County, Pennsylvania, United States. The population was 1,569 at the 2010 census. It is part of the Philadelphia metropolitan area. The first settlers in Carlisle were Dutch colonists who arrived in 1681 and named it "Rochester." They built a log cabin on the banks of the Delaware River. In 1795, they erected a gristmill that still stands. In 1812, they became one of five townships in Perry County when it was created from parts of Monmouth and Lancaster counties. The first store in Carlisle was established by David Dixon on Main Street in 1814. A post office was established here January 26, 1815, and remained open until 1862. The first school district was formed in 1819 and operated schools until 1893. In 1865, John Prentice donated land to build a millrace called Prentice Run which has since been renamed Carlisle Millrace Park. The town reached its peak growth during World War II with an increased population of 20,000 people due to wartime production at local companies such as DuPont Corporation and General Electric Company plantations north of town near Huntingdon Valley Airport and other nearby mills like Bethlehem Steel Company. However during the 1960s-70s community decline followed industrial consolidation throughout much of Pennsylvania leading to decreased employment opportunities for residents within miles of major universities such as Penn State University (down from over 50% employed during World War II) while similarly reducing access to quality education within easy reach overall; this made Carlisle an all-time poverty ridden community by 1973 despite then-average median household incomes there being only $30K compared to more than $100K statewide pre-recession levels). Carlisle is a town in Carlisle County, Pennsylvania, United States. The population was 1,814 at the 2010 census. It is part of the Pittsburgh metropolitan area. The town was founded in 1795 by George Washington and his family as Mount Vernon Township. In 1806, it became a part of the new state of Pennsylvania after its creation from parts of Delaware and Maryland. In 1821, it merged with neighbouring village of Uniontown to form what would become Carlisle. The first settler in Carlisle was John Dickinson who erected a log cabin near present-day Park Avenue and Market Street on November 6, 1795. Dickinson's cabin served as the nucleus for later buildings within the community which developed around it over time including School House Square (now University Avenue), Presbyterian Meeting House (1812), Methodist Church (1834) and Post Office/Bank (1909). In 1800, there were only 10 families living in Carlisle when it was laid out into townships; however by 1830 there were more than 100 residents living in various sections of town including North Side (later known as Borough Heights), South Side (later known as Squirrel Hill), East Side (later known as West End), Northwest Corner and Middle Corner areas. By 1840 there were over 500 residents living in all parts of town with about 95% being citizens or residents who had resided here for at least ten years according to local records. During the American Civil War, many people from Carlisle sided with Confederate forces because they believed that slavery should be protected under any circumstances no matter what happened outside their home state or country. Many children from these homes joined the Confederate army or navy although some adults chose not to fight because they felt that freedom could be found elsewhere if they remained within their own borders. According to historian Vann Woodward Jr., during 1861-1865 "the vast majority" of those arrested for treason or participation in insurrection against the United States government were men between 18 and 44 years old living within one mile of Centreport where military duty was taking place; this age group represented almost two-thirds (.72%) of all arrests made across all three states during this time period. In 1865 when Pennsylvanians ratified an amendment to their Constitution providing for universal suffrage throughout America's thirteen colonies - including those inside Philadelphia - Carlisle voted 3-2 to become an incorporated borough.
