Carlisle is a small town in Lancaster County, Pennsylvania, United States. The population was 14,569 at the 2010 census. It is the county seat of Lancaster County. Carlisle is located in the Monongahela Valley region of eastern Pennsylvania and is bordered to the east by Armstrong County and to the west by Carnegie Mellon University's campus. The first Europeans to visit what is now Carlisle were Dutch traders on their way to market in 1681. A tavern called "The George" was established near present-day Market Street in 1701, which served as a stopping point for travelers journeying from Cumberland and Westmoreland Counties into central Pennsylvania. In 1754, Colonel James Callender erected a blockhouse on an eminence overlooking the town center. Called Castle Carlisle after his victory over British forces at Battle of Carlisle Ridge in 1756, this fortifications served as headquarters for local militiamen during frontier skirmishes until its abandonment c1800. The first permanent settlers arrived in 1765 when John Dickinson moved from Wilmington Township to purchase two hundred acres (1 km²) of land southeast of present-day Carlisle along the Monongahela River. Dickinson had heard about a tract of land that had been offered for sale at Pattonsburg by Samuel Addis, one of Pennsylvania's leading landowners and entrepreneur; Addis wanted to establish himself as an Englishman among American Indians living east of the Allegheny Mountains. Dickinson purchased the land and began construction on his home soon after its acquisition—the first house built permanently in what would become Carlisle. In 1800, Dickinson commissioned Surveyor General John Forbes to prepare a plan for developing what would become Lancaster County; while Forbes' report did not include anything about Carlisle specifically but recommended that it be included within Lancaster Parish limits, it remains one of history's earliest maps documenting American settlement in western Pennsylvania. In 1801–02 Reverend John Brown formed a Methodist Church here with members coming from nearby Lebanon and Yorktown Heights; Brown also donated some land adjacent today's Sibley Park Cemetery for burial purposes (later renamed Brown Cemetery). While under construction on his new home at 2nd Avenue and Market Streets (today known as State Road 83), Andrew Lewis lost control over an unruly group of men who stormed into his property one night early 1803; Lewis subsequently killed seven or eight men before being subdued by local militia officers under Major George Washington Butler Jr.. Lewis' bloodbath provided justification for Captain Arthur Stroud III's decision several years later – against advice from government commissioners – to annex part or all of Armstrong County intoPennsylvania rather than submit it directly to Virginia pursuant to Treaty Of Paris following America's independence from Great Britain . In 1845–46 Augustus Kelley founded Kelley Paper Company here which became world-renowned Paper production company still exists today & employs thousands worldwide
