In 1916 Bethlehem became part of the new Philadelphia-Allentown metropolitan area and its municipal building reverted back to its original location within a few years after that boundary change occurred. In 1971 Bethlehem voted not to become part of any new metropolitan areas created within Pennsylvania by then Governor Joe Casey because he felt that would have led to less business opportunities for his townspeople and greater poverty rates among residents there due largely to higher taxes levied by these newly formed metropolitan areas
