Altoona is a small town in Butler County, Pennsylvania, United States. The population was 5,878 at the 2010 census. Altoona is located in the eastern-central region of the state and is bordered by Johnstown to the north, Scranton to the east, and Hazleton to the south. Altoona was founded in 1825 by George Washington Thomson and his brother David Thomson. It became a borough in 1868 and a city in 1911. In 1968, Altoona was named one of "The 10 Best Small City Towns" by Forbes magazine. The city has a humid subtropical climate (Cfa), typical of much of Pennsylvania. According to the Köppen Climate Classification system, Altoona has a warm-summer Mediterranean climate (Csa). According to tradition, Altoona's first post office was established on Main Street near present day West High School in 1827. That same year saw its first election as an incorporated borough with four trustees: George Thomson (founder of Altoona), Amos Eaton (a Justice of the Peace for Johnstown Township), David Thomson (founder of Philadelphia) and James Aiken (an early settler from New York City). In 1828, Congress created Armstrong County which bisected what would become Butler County; Altoona remained within Armstrong County until annexed by Johnstown on November 3rd 1829 after that community voted unanimously to secede from Armstrong County overetta disagreements about taxation rates and public lands west of Monaca Creek. Altoonna's annexation made it one of three municipalities within Butler County which did not have their own school district; all other municipality residents were required to attend either Monaca Area Elementary or West High Schools through 2021 when those districts merged into Aliquippa Public Schools District #2 via purchase from Mercer Borough Councilmember Donny Greenough following litigation brought against them by Mercer Township veteees who claimed that unification would benefit them more financially than municipal incorporation would do since they had already contributed significantly to district coffers prior to merger - an event chronicled extensively in "The History Files" episode “Switched at Birth” hosted by Diane Ackerman aired on WPVI-TV on October 4th 2016). In 1861 then–Johnstown Mayor Archibald Stevenson proposed annexing Altoona into its own government after years of fruitless efforts due largely to opposition from local officials including then– township trustee Jabez Beavers – who adamantly opposed secessionist sentiment among many feelings locals had about being taxed twice as much as neighboring Armstrong County communities for having similar boundaries but different governing procedures – believing that such duplication would only lead to increased unrestrained growth throughout both governments weakly administered territory leading ultimately eventually also directly downwards through merge/ absorption proceedings with corresponding increases taxes levied thereby essentially totaling $1 million per year ($85 million total now) during still another decade resulting finally circa 1925 when final incorporation actually occurred atop continuing discord resultant primarily agricultural decline & Decline Parkland commercial real estate values increasing rapidly although parkland land remains today well off property tax rolls – no less prominent than ever before & yet barely mentioned outside modern Alamosa Valley Chamber Of Commerce events featuring mostly developers coming upstate looking for growing businesses opportunity while Parkland languishes under neglect
