Altoona is a city in Perry County, Pennsylvania, United States. The population was 5,814 at the 2010 census. Altoona is the second-most populous city of Perry County after Johnstown. The city lies on the Susquehanna River and is bordered by Steubenville to the east, Clearfield Township to the west, and Monroe Township to the north. The first settlers in Altoona were men from Scranton who arrived in 1795. In 1825, a group of Methodist ministers founded a theological school in Altoona which became known as Allegheny College (now Mount Union University). When that institution closed its doors in 1881, Altoona's largest employer was Bethlehem Steel Company which operated two blast furnaces located on Market Street and Sixth Avenue. Other major employers during this time included J&R Paper Products Corporation (now Mead Johnson), Armstrong World Industries Inc., and Allis-Chalmers Paper Company (later Wabash Paper products). When all of Perry County was organized into districts for voting purposes in 1887, Altoona became part of District 2 of Allegheny County. During these years it had only onejudicial officer - a justice of peace - who conducted all criminal prosecutions within his district. With increasing population growth throughout Allegheny County and an expanding industrial base outside of Altoona, District 2's office grew increasingly irrelevant until 1908 when it was abolished effective January 1st due to overpopulation and lack of available space within the new boundaries. In 1916 District 3 existed within current Borough Of Monroe but no elections were held due to political instability following World War I; instead monies were used to fund social services administered by local municipalities rather than through elected officials On November 8th 1920 a referendum was held called for changes to borough status with a three tiered system where boroughs would have varying populations with each tier having one vote per resident; If more than 50% voted for change then changes would be made without majority required On December 12th 1920 Commissioners Charles Bigham and John Ziegler filed suit against Borough President Harry Cavanaugh seeking injunctive relief contending that under newly adopted law boroughs could not exist without unanimous consent from commissioners; As part of their argument they noted that recent annexations by neighboring towns had led to an overall population increase of 6%, 23% increase in housing units%,[1] 30% increase[2]in retail businesses,[3]and 100% increase[4]in agricultural businesses across all five boroughs while townhouses remained relatively unchanged size or increased only 15%. After winning an injunction against Cavanaugh they appealed court decisions upholding sections 3 & 4of ordinance No A1920 but lost on appeal on February 10th 1922 reversing both rulings finding that “the prohibition against admitting certain classes or types [of people], does not apply equally” since "there has been no more recent annexation or movement among citizens within any particular community than there has been throughout past years." This decision marked the end for Boroughhood as a legal concept in Pennsylvania In 1925 City Council passed resolution recognizing Independence Day as National Bank Holiday Today's Municipal Building erected between 1909-1911 remains unrestored inside its original brick walls today witnessing over 120 years uninterrupted use as municipal headquarters
