Altoona is a city in Lehigh County, Pennsylvania, United States. The population was 30,853 at the 2010 census. It is the seat of Lehigh County and is part of the Philadelphia metropolitan area. Altoona was first settled by German immigrants in 1795. It became a borough in 1828 and an incorporated town in 1849. The name "Altoona" comes from the Susquehanna River which flows through it. The city's first mayor was James Hennigan. In 1925, Altoona voters passed a resolution to rename their city after Frederick Douglass, an American slaveholder and abolitionist who had been living in Canada for many years before moving to Pennsylvania to start a new life as a free man. Douglass' death hastened the decision and on July 4, 1925, the city renamed itself Douglassville following his request. In 1939, during World War II, Altoona became one of five cities that joined forces with other northeastern Pennsylvania municipalities to form the Philadelphia-based war effort under Mayor Harry Kappes to produce munitions for the war effort as well as provide services such as housing and food distribution for troops stationed in nearby Reading and Trenton. Prior to this time Altoona had been largely self-sufficient with its own small arms manufacturer and machine shop while munitions production took place elsewhere within Greater Philadelphia or via other methods including Lackawanna Coal Company's plant at Easton in Bucks County where large quantities of munitions were produced both before and during World War I The wartime boom ended abruptly when America entered into World War II two months after Altoona voted to join forces with other northeastern Pennsylvania municipalities; however, local businesses continued providing essential services like housing and food distribution even during wartime shortages while neighboring towns got rid of their civilian administrations (e.g., Reading did not become an independent municipality until 1947). These postwar years were difficult for downtown Altoona which experienced impaired infrastructure due mostly to lack of investment by post-war governments along with increased competition from suburban areas which saw opportunities for growth without having to deal with low levels of government assistance . However despite these difficulties Downtown also experienced some revitalization spearheaded by then Mayor John Fetterman who created several parks including one called "Fetterman Park" located on Market Street near Center City Plaza . This park served as an incubation ground for new arts organizations such as The Arts Council Of Philadelphia/Lehigh Valley Branch which moved into its current building next door in 1984 In recent decades downtown has seen renewed interest among residents spurred by several projects such as plans for development throughout much of eastern downtown opposite One Penn Plaza resulting in more than doubling its size since 2005 making it one of most rapidly growing neighborhoods within Greater Philadelphia

Denny had come to Altoona from Germany with his family during the Revolutionary War and settled on a farm he named after himself, "Dennysville." He also built a sawmill and gristmill hereabouts which still operate today as well as two churches – First Presbyterian and Second Baptist – both of which remain active today despite numerous changes over time (e.g., switching to African American worshipers during the 1960s). During World War II, Altoona played an important role as Headquarters for logistics for military forces throughout northeastern Pennsylvania including Army Air Forces Base McGuire Field and later Camp Kilpatrick (now known as Wright-Patterson Air Force Base). During that time, many major infrastructure projects were completed such as replacing several bridges across Lackawanna Creek with new ones; building ramps leading up to main highways; creating an underground parking garage beneath downtown; and expanding public transportation options with the construction of a new light rail system - all while keeping residents connected through various communication systems like radios/television/phone/internet access - something not possible when troops were stationed off site or when bases were closed down completely.
