Woodburn is a small town in the Willamette Valley of Oregon, United States. The population was 2,027 at the 2010 census. It is part of the Portland metropolitan area. Woodburn was first settled by Europeans in 1877 and named for General George A. Woodbury, an officer with the U.S. Army during the American Civil War who died in that year at age 44 from injuries received while leading a cavalry charge into Confederate lines near Fort Riley, Kansas. The community has been organized as a township since 1907 and became a city on January 1, 1996 when it split from Portland. The townships of Carver and Lincoln were established in 1876; they merged to form Woodburn on February 15, 1907. On November 3, 1912, Southworth Township absorbed all of northeast Carlton County to become part of Woodburn proper; this action separated the two cities which had previously been considered one entity under separate legal names: "Portland" and "Woodburn". On December 12, 1914-the date on which Portland's charter as an incorporated city was granted-the new name change was made permanent when Carlton County merged back into Oregon Statehood under the name Multnomah County-and on July 1st 1915 Multnomah County annexed portions of Lincoln and Southworth Townships to become part of Multnomah City limits On January 1st 1996 Portland split away from Multnomah City Limits to create its own municipality known as 'Multnomah'. In 1916 David Sargent opened his lumber business at what is now called Sargent Park outside of town; this led to what is now known as Sargent Square within town limits being developed as an open space for public use containing several park features including a tennis court and basketball court used by local high school students until 2007 when development led to their closure after being renovated again following fire damage A post office operated in Woodburn from 1877 until 1898; it was renamed Northwood Post Office on November 5th 1900 after Leland Northwood who served as first postmaster general for Oregon during that time The first store building in town was built about 1886 by Jules Aplin (a French Canadian), who traded goods with Idaho via wagonloads arriving overland through British Columbia each month In 1911 Harry Henton started selling ice cream out his house near where Interstate 84 crosses Overlook Road today
