In 1957, Wilsonville voters passed a ballot measure designating themselves as an urban agricultural center with limited access to high-speed highways and other amenities typical of larger cities such as Portland or Seattle. The designation helped support the growth of agriculture within Wilsonville while preserving its rural character; today, much of what made Wilsonville unique has been lost to development outside the perimeter of its borders.
Wilsonville was founded in 1868 by John A. Wilson and his wife, Eliza. The city was named for James H. Wilson, a settler who had come from Massachusetts in 1848. In 1889, the City of Wilsonville annexed the village of Devil's Gulch to its boundaries. In 1916, the Oregon General Assembly passed a bill providing for racial segregation in Oregon public schools. Gov. Oswald J. Keating signed the bill into law on November 14, 1916. The order prohibited Black and White students from attending school together in Oregon until after passage of a statewide program that would integrate all schools statewide by 1918
