The town of St. Helens, Oregon is located in the Willamette Valley on the south bank of the Columbia River. The population was 3,381 at the 2010 census and it is part of the Portland-Vancouver-Hillsboro, OR-WA Metropolitan Statistical Area. The first people to settle in this area were Athabascans who established a village on an island in what is now downtown St. Helens. They built a small trading post and hunted game for subsistence. A more permanent settlement was developed by white men when they discovered coal below ground in 1868. A millrace connecting the river and the mine was constructed and began operating soon thereafter. Coal dust from workings drifted downriver to Saint Helens where it turned into a fine black powder that could be used for artillery ammunition. In 1872, sulfuric acid was discovered on Banks Island offPortlandand two companies were formed to find suitable sites for processing this new mineral discovery. The Saint Helens Reduction Company Limited was organized with John Cockerill as president and JF Smyth as secretary/treasurer (the first company ever registered with the Securities Exchange Commission). Work started on two plants—one near present day Hansen Street and one near Third Avenue—on May 15, 1872; both plants operated until 1888 when they were closed because of financial difficulties caused by overproduction at their respective mines. In 1875, sulphuric acid production ceased because of depletion of stocks due to drought; however, mining continued until 1902 when coal became exhausted from local sources The Saint Helens Reduction Company became part of Standard Oil Company in 1886 When Comstock merged with American Tobacco Company in 1907 Standard Oil divestiture created another oil monopoly but large investments resulted in revival of mining during World War I which led finally to exhaustion of coal supplies c1925 & 1930s Aboriginal inhabitants had been living here since before European arrival

Polk, issued an executive order creating the Provisional Legislature on March 10 to provide for organization and governance of the territory while it awaited formal admission into the United States. On October 15, 1858, Congress passed legislation admitting Oregon into the Union as a state.
