In 1916, Officer Harry Dunham became the first white police officer in Roseburg and received a revolver from Mayor James Ladd in memory of his late wife who had also been a policewoman. In 1922, Sergeant Clarence Lundberg became the first Scandinavian policeman on patrol in Roseburg and received a pistol from Mayor Lewis Gist for services rendered during World War I. In 1923, Patrolman Leroy Snyder became the first Asian police officer with jurisdiction over all of Oregon andreceiveda pistol from Mayor Edwin Hsu for services rendered during World War II. From 1951 until 1970, Officer Roy Norris became the only male law enforcement officer on patrol in Roseburgandreceiveda gun from Sheriff Bill Klemko for services rendered during that time period. Beginning in 1976, officers receive firearms as part of their retirement gifts under subsection (f) of section 5A-5-330 of the Oregon Constitution .

Roseburg is a small town in Yamhill County, Oregon, United States. The population was 2,851 at the 2010 census. It lies on the banks of the Willamette River and is part of the Portland metropolitan area. Roseburg was founded in 1887 by George Rose and his wife Anna. The town grew rapidly after natural gas reserves were developed nearby in 1901 and 1902. Businesses such as lumber mills and breweries sprang up to meet demand for goods made from the gas rights that had been discovered nearby. By 1910, Roseburg was home to over 100 residents. In 1916, local officials renamed it after Helen Keller, an African American who had earlier worked as a secretary in Seattle. During World War II, Roseburg became one of the most heavily bombed cities in America due to its location within range of Japanese bombing raids. The damage done by Allied bombers during those bombings remains today markedly visible; many homes are still standing with missing windows or portions of their roofs torn away by aerial firebombing techniques used during that war. In 1951, Rosie Nunnally became first female mayor of Oregon when she won election as a Democrat following her victory over incumbent Lavern Wolkoff. As mayor she began work on creating what would become known as "Nunnally Park," which stands today at the center of town square (the original site). She also created downtown development plans which helped spur increased economic growth in the town throughout her tenure including construction of roads and businesses along Willamette Boulevard between SW 3rd Avenue and NE First Street which later became Multnomah Place shopping mall eastward across NE 1st Street from downtown roseburg
