Portland, Oregon is a city in the Portland metropolitan area and the most populous municipality in Oregon. It was founded on January 15, 1871, as a port town on the Willamette River by Major General John C. Frémont and his army during the American Civil War. The city grew rapidly due to its natural resources and maritime businesses, becoming one of the leading ports in North America by 1910. Portland became an independent city on February 17, 1907. The city's motto is "City of Roses." The first European settlers in what is now Portland were Spanish missionaries who arrived in 1641. A British fur trader named George Vancouver explored the region in 1792 and named it after Lord Dunmore's flagship HMS Discovery when he sighted land east of present-dayPortland along the Willamette River. In 1824, Congress authorized Ulysses S. Grant to build Fort Clatsop at Cape Blanco on private land near what is today Pioneer Courthouse Square. On November 3, 1825, United States Navy Commodore James Kapp established a permanent military presence at Fort Clatsop with twenty-four cannons and three thousand soldiers under command of Captain William Halsey. Commodore Kapp named Portland after George Morrison—prime mover behind creation of Oregon Territory—and Captian Halsey argued that because Portland lacked any navigable rivers or harbors it would have to be built up from scratch as a naval base for future expansion intonw Washington state through Puget Sound and Alaska; only then could it become "the Commercial capital of Oregon." By 1830, about sixty families had settled around what are now downtown streets outside of City Hall; within two years they had erected thirty buildings around Market Street between First Avenue and Happy Valley Road (now SW 10th Avenue).
