By 1870 Granite City's population had swollen to 2200 residents; when Portland annexed it in 1886 its population reached 4500 people (more than double that of Fort George Vancouver). However, efforts by Mayor DAVID LEE to promote industry and commerce rather than religion doomed Granite City when he adopted an ordinance making polygamy punishable bylife imprisonment; this decision contributed significantly to its decline during the late 19th century. Oregon City experienced another period of stagnation during World War II until 1945 when the city began hosting military personnel stationed there (the war caused many businesses closed down). In 1957 local voters passed a resolution recognizing Pearl Harbor Day and becoming home to one of only two Japanese American Communities outside Los Angeles County at that time. From then until 1990s much development took place within downtown boundaries; today portions including Northeast 12th Avenue NW between SW Morrison Street and NW Columbia Boulevard are known locally as "The Hill".
