Oregon City's military history begins with the arrival of the United States Army in 1846. The city was among the first to ratify the Organic Act of 1853, which declared Oregon a territory of the United States. In 1865, the United States War Department established CampDouglas in Oregon City, and it remained a military installation until 1946. The city's first military gift was land given by General John C. Fremont to Colonel Thomas Sibley in 1857 as part of his donation for what would become Portland. The following year, Oregon City awarded its first civilian degrees at a conferring ceremony attended by Ulysses S. Grant and Admiral David Dixon Porter. After World War I ended with America's entry into World War II, many local businesses became involved in supplying munitions for American forces fighting overseas – including several that took part in early Commando raids against Japanese targets inside Japan. During 1942-1943, Major General George Kenney led an amphibious assault against Japanese forces at Kwajalein Atoll; subsequent bombardments from USS Enterprise destroyed most of the island’s population center and naval base—a strategic defeat for Japan that had significant long-term consequences for its war effort overall.
