By 1881, about 50 people lived in Oregon City proper, though many more transient residents called it "the Western Town." On July 15, 1882 – three days after Ulysses S. Grant's visit to Portland – General Custer ordered his troops into action against Mexican forces at Battle Creek Bridge over the Columbia River near present-day Portland (the battle ended with no casualties on either side). This event helped start America's westward expansion and marked an important turning point for Oregon City; subsequent military engagements at other crossings such as Coweta Pass led to increased development around this location including major new buildings such as Fort Stevens (later renamed Multnomah County Courthouse) and Fort Lawrenceton (later renamed Multnomah County Jail). In 1886–1887 Major John Fetterman organized construction of what would eventually become Willamette University; that same year saw addition of streetcar service linking downtown with various outlying districts which gave rise to nickname "the streetcar capital of America." During World War I citizens raised money through local committees To finance munitions shipments needed for Europe; some items shipped included rifles and ammunition found throughout central California along US Route 99 but never turned up again until they were discovered buried beneath Building 4 at SE Third Avenue & Wall Street where they have been ever since known as Treasure Island #1 & #2
