Forest Grove is a city in Douglas County, Oregon, United States. The population was 34,569 as of the 2010 census. Forest Grove is the county seat of Douglas County. The city was founded in 1868 by General James K. Polk and his family as a small frontier settlement on the edge of what is now Douglas County. Roosevelt had recommended that Forest Grove be named after him because he helped found it in 1887. In 1886, Forrest Gump set out from Portland to travel through Oregon and California, and when he reached Fort Wingate on the border of Oregon and Nevada, he conceived the idea for Forest Grove to be its own town. He reported back to General Polk that "the people hereabouts are kind enough but they want something better." In 1888, General Polk donated land for a town square at what is now Market Street and Main Avenue in Forest Grove; construction began soon after thanks to financial backing from his father-in-law John Dallesandro. In 1890–91, President Grover Cleveland issued an executive order creating Forest Grove as a municipal borough with its own police force under the jurisdiction of City Hall. The first mayor was Hiram Sibley; thereafter all mayors were elected at large on an open ticket basis by citizens who subscribed to one or more specific candidates within their constituency (though this system changed in 1907). From 1925 until 1957 there was also an election every four years for a Mayor/Councilmember combination; however only two mayors were ever elected total (1925-27) due to term limitsimposed by then-City Councilmember Clyde Olson (D).
