The first human settlement in what is now Multnomah County was made by Donation Land Company ranchers in 1847 on land near present-day downtown Corvallis. In 1853, John Wesley Powell and his party explored the Rocky Mountains and named the mountain peak "Mount Hood" after General George Custer's battle with Sioux warriors two years earlier at Little Bighorn. When Congress created Multnomah County, it included parts of eastern Oregon that lay within what are now Deschutes and Clackamas counties; hence the name "Multnomah". The donation land company was dissolved in 1891 when all land east of Interstate 5 became public domain. In 1913, an agreement was reached between local farmers and city planners to develop a central business district on what would become Ormsby Street as a major transportation center for both cities (the first commercial area) and rural areas to the north and east of town. A parknamed Willamette Park was developed adjacent to Northwest High School from 1926 until its annexation by Portland in 1966, when it became part of Portland State University's College Campus.[1] From 1935 to 1942, during World War II,[2]Corvallis served as headquarters for Pacific Air Forces' Ninth Air Force Group flying Boeing B-29 Superfortresses from Clark Field northeast of town[3] (later renamed McClellan AFB).[4][5][6] In early 1960s[7], then-mayor Don Monahan announced plans to build a new City Hall on Southeast 79th Avenue across from Washington High School after seeing an unused lot next door that had been used as parking lot before being developed into housing developments around it over time. Construction began in 1961 but continued into 1962 because of funding shortages caused by the Vietnam War.[8]:217 On July 17, 1962,[9]:27 Mayor Monahan addressing citizens who had gathered outside his office said: "We've come up with a plan which will allow us to move ahead without any money from you".[10]:123 On October 15th[11]:195 three days later Mayor Monahan announced he would not seek re-election due to health reasons but left open the possibility that he might return if legislation were enacted providing more funds for city government.[12]:252 On November 7th [13]:362 newly elected Mayor Neil Wesson called a special meeting summoning all members of City Council which voted 4–0 to adopt Wesson's proposal setting forth guidelines for future elections including staggered terms so no one can be mayor twice consecutively or serve more than two terms total without running again; this ordinance also established term limits on Councilmembers beginning with Ward 1 beginnings on January 1st following year’s election On December 3rd [14], newly elected Councilmember Lisa Benson declared she would not run for reelection due to personal conflict with her husband who has since taken over management of their home ownership program; Benson resigned effective January 1st following her inauguration . Oregon statehood followed quickly thereafter under my watch; I am very proud that we have received our statehood ceremonies almost immediately after becoming an official state
