However, during World War II, Tulsa experienced an influx of workers from all over the country due to war production shortages. This growth led to new development such as downtown, which has been called "the most advanced city in OKLAHOMA".[1] On November 16, 1907, residents of Jenks voted to incorporate as a city under the name Tulsa. The first mayor was Wm Fenton and City Council meetings were held at First Baptist Church on Swope Street until 1912 when they moved to present-day Union Station.[2] Growth continued through World War II with Tulsans moving into new neighborhoods such as Edmondson Park and Midtown along State Highway 69 (now Interstate 35).
